Internal steps
These are commonly found in the doorway between a hallway and a room; particularly where an extension has been added or the house is situated on sloping ground.
For it to be a 'step' it must increase the floor height by more than 5cm (2 inches). A gradual increase or decrease in height can be ignored. Temporary, or removable obstructions can be ignored.
Stairs
As above, but stairs would indicate going between the levels of a house or flat rather than between rooms.
