3 steps or less to a main entrance door of the property
Steps
The steps should normally be those directly at the entrance door although steps not immediately at the door can be included if it is obvious that these would limit access.
The number of steps should be counted by the number of 'risers' (the vertical part of the step) and not the 'treads' (the horizontal part). A 'step' exists where there is a change of height of more than 5cm (2 inches).
Door surrounds or weather strips should be ignored since they can be removed or replaced with more flush items.
Main entrance door
For a house
The 'main entrance' refers to an entrance at the front, back or side of the house.
For a flat/maisonette
The 'main entrance' is the flat's own front door, not the communal exterior door from outside the building to the communal stairway. The number of steps should include those at the communal exterior door and any between this doorway and the flat's own front door.
